I actually visited a few of the conclaves where foreigners build tall walls to isolate themselves from the locals. The laws do change from time to time but land can only be owned by non-Mexicans in a special few places, none of it prime real estate (Ocean View). I suppose their are quibbles what with time shares/leases etc.
Had a friend with a 6 week time share in Mazatlan. Some local big wig liked it too and just moved in kicking all the time sharers out. Don’t like it?—Sue me, he said.

I know of a former US military recruiter, who moved down to Central America, after retiring. Partly because his wife was from there. But also because the taxes were much lower. Those very taxes that pay for his retirement. So his job once was selling young people the idea of defending their country. So he could abandon it, when he retired. Because he could live cheaper, where they don’t have so expensive a military complex, that’s a huge tax drain on the country’s economy. And it’s not going all over the world, defending oil pipelines and tankers, from saboteurs and pirates.
But the civilian police also aren’t very well funded, down south. So former Americans, living down there, do so behind tall iron fencing and locked gates. So bandits and such, don’t steal them blind. Which the police can do little about.
So I’d think more than twice about being part of this exodus to Mexico and beyond, from the US. Especially after that hurricane did its damage.
Even if Uncle Dave is correct and the trend will not change, it is still useful to build a wall, so as to make the numbers even lower.

Anyone who thinks the drug cartels have stopped using the border needs their skull examined to see if they still have a brain.
It is also true that people from other countries, many from Central America will still be coming to the US because Mexico does not tolerate illegals.
A few hundred or a thousand retirees moving to Mexico to buy a cheap condo on the beach every year (where they still cannot legally own property outright) somehow still seems to be a much smaller number than the hundreds of Mexicans illegally crossing the border into the U.S. every day…
So what, we have a million U.S. citizens LEGALLY in Mexico? There are 10-15 MILLION Mexicans here ILLEGALLY.
There is no ‘equilibrium’. Yes, many thousands of Mexicans have returned home, for a variety of reasons, including the economic downturn, lack of available jobs, and the increased scrutiny and enforcement of immigrants. Many thousands of Mexicans come here LEGALLY each year, playing by the lottery rules.
There are not more Americans in Mexico than Mexicans in the U.S., and there are not more Americans moving to Mexico than Mexicans moving to the U.S.
