It is filmed out side the office (there is another film inside the office) of a company called BEAM.tv which is owned by the special effects company ‘The Mill’. 44 Clipstone Street for those that want to see it in Google Maps, then go to Beam.TV and look at the address at the bottom.
Basically an attempt at a hoax/viral marketing by The Mill.

the hack camera work on this is essentially identical enough to real(ly awful) amateur camera work I’ve seen on countless other youtube videos of genuine events that even if I believed this was really a UFO video, there would be another very serious problem with it: nearly every person out there with a high-resolution camera (video or still) on their person at any particular point in time is a complete freaking moron. I believe that if aliens ever really did come to earth, the average person would not know about it for days, weeks or months until they were walking down the main street of their local town because the amateur videographers would be incompetent and the news would be prohibited (for classified purposes, of course. queue sheep bleating) from any more formal media venue.
#8 UFO was set in the 1980’s, but those styles were definitely UK 1969. You can buy the complete series on DVD. I wouldn’t be surprised if it were on Netfix too.
For me I’ll take Gerry Anderson’s other work, SPACE: 1999. Barbara Bain’s comely wenchness and coquettish acting does it for me!

The “saucers” just looked like solar glare to me… and the mothership just looked like something drawn up in Corel Draw and pasted into the video..
