A Salem man was arrested Tuesday for putting an electric dog collar on each of his four children and shocking them.
Dipshit of the YearTodd Marcum, 41, said he did it “because he thought it was funny,” Salem Police Lt. Dave Okada said.
The four children, ages 3, 6, 8 and 9, had been shocked while wearing the collar at least once, according to a statement from their father, Okada said.
Marcum told police that he would chase the 3-year-old boy around with the collar, making him cry at the thought of being shocked. Okada said that because of the boys behavior, it is likely that the children were shocked more than once.

Times must be pretty tough cause as hard as I try this just pisses me off. Kids are always to some extent victims of their parents and vice versa, but this is ridiculous. I think the priveledge to reproduce should be duly licensed and monitored. People like this guy are reproducing like rabbits while intelligent and somewhat less retarded people are putting it off or deciding against it. It’s the genetic dumbing down of the US, and it’s got to be stopped.
Dogs have all the fur which insulates much of the shock. Bare skin doesn’t.
The punishment should fit the crime. Make him listen to four hours of Alfred1 preaching every day for a few years.

Shock collar for dogs? Where’s PETA? This is outrageous. Companies are allowed to manufacture torture devices for dogs every day and the public is allowed to use them to interrogate and torture their pets. Where’s the torture wackos on this? They say these collars are training devices? “Bark even once and I will shock you”. Hmm. “Tell us who’s your terrorist leader or we will pour water over your head”. Hmm. So it’s ok to use shock collars on terrorists instead of water but not on children? Hmm.
You certainly don’t want a collar that’s so tight your dog will be uncomfortable, but at the same time you don’t want one that’s so loose that it will slip off while your dog is running around.
