Really? I’ve never met anybody like that. I’ve known some criminals, but they all knew that what they were doing was illegal. Or was that just bad sarcasm?
The problem isn’t that they’ll be watching for overt criminal activity, like muggings or car theft. The problem is that information is captured and warehoused, and later pieced together for analysis, so that one innocent act, plus another innocent act, plus maybe a few more, eventually add up to something “suspicious”, earning you individual attention. Suddenly, EVERYTHING you do becomes suspicious. (Under the well-proven principal that to a boy with a hammer, the whole world looks like a nail.)
Bruce Schnier has written extensively on what a terrible idea data mining is for catching terrorists… google it up. (Basically, false positives GROSSLY overwhelm the true positives, rending the whole process worthless, except for the few drug dealers they will stumble onto by accident and make a BIG deal of.)

I’m think more along the lines of someone reporting at mugging at the corner of Lane Street and Road Avenue at 1:30 PM on Blovember 32nd. There happened to be a good camera that provided a usable face shot. Other cameras maybe can track the mugger before and after the incident , maybe even to a car and getting a license. I would call that a good use for a specific incident.
The key is what’s stored, how long, who has access, etc. There are pros and cons here.
BTW: Is there such a thing a “good” sarcasm? 😉

Which works fantastically when tracking well-documented activities, like those of people who are members of Western societies. It doesn’t work so well for people livng off the grid, like most of the people for whom this monstrosity is meant to find.
