It’s a dust devil.
Remember, Mars has a much lighter atmosphere than Earth. And any kind of atmospheric disturbance like a dust devil (mini tornado) is going to look weird especially when the picture is taken in dusk-like conditions (dusk if you’re on Earth, that is).
Let’s also not forget that almost no one knows what kind of freak atmospheric conditions can occur on Mars too. We can hypothesize, but no one has actually witnessed any (until now?). Here on earth, we have things like water spouts and the aurora borealis (northern lights) and aurora australis (southern lights) which result when sun particles (solar wind from space) hit the Earths magnetic field near the poles. … Or Scotty is trying to beam Captain Kirk somewhere.
Well… We’ve got a rover, we’re searching for life on Mars and that thing is not too far away.
I’d say just go there and check it out.

There were different cameras/angles involved.

“If you do a little research, you can see that the light is not in the left-Navcam image that was taken at the exact same moment (see that image below). Several imaging experts agree this is a cosmic ray hit, and the fact that it’s in one ‘eye’ but not the other means it’s an imaging artifact and not something in the terrain on Mars shooting out a beam of light.”
The Mars Rover photoshopped the picture to get an interview in Wired. Either that or Neil deGrasse Tyson dropped it while filming Cosmos.
Maybe the remains of one of the many failed Mars missions?
