This is almost certainly fake news. Mueller is not engaged in a criminal investigation. Russia is a counterintelligence investigation. So pardons are irrelevant. Even if Trump pardons himself, it doesn’t protect him from impeachment. If he pardons others that is an impeachable act, as I pointed out here awhile back.
