That is the crew of Apollo 1 that died in the fire on the Launch Pad in January 27, 1967. Virgil “Gus” Grissom, Ed White and Roger Chaffee.
This was probably an early practice of egressing from the Apollo capsule.

@Greg – Sending up cargo on a unmanned lifter isn’t glamorous exciting or fundable.
I suppose you could bolt a sealed capsule on the front of a cargo lifter just to say you had done it but that is so pointless even the French abandoned the idea
