Miano has now published a new study with the Center for Immigration Studies. This one, titled “H-1B Visa Numbers: No Relationship to Economic Need,” refutes the claims made by some that the granting of H-1Bs creates more job opportunities for everyone in high tech.

Everyone from Bill Gates to prestigious business publications such as The Wall Street Journal and The Economist has claimed that for every H-1B visa granted, between three and five new jobs are created.

Gates stated his claim in testimony before Congress this year: “Microsoft has found that for every H-1B hire we make, we add on average four additional employees to support them in various capacities.”

To support its claim, the Journal cited a study by the National Foundation for American Policy called “H-1B Visas and Job Creation.” According to the study’s regression analysis of H-1B filings and employment at U.S. tech companies, the Journal said, “the data show that for every H-1B position requested, U.S. technology companies increased employment by 5 workers.”

Miano blows those claims apart with simple arithmetic…

    Very simply, H-1B Visas exist because GREEDY CAPITALISTS (and you have a photo of one at the top of this article) don’t want to PAY AMERICANS A LIVING WAGE !!! There are PLENTY OF AMRICANS PHDS WITHOUT JOBS IN THEIR SPECIALTIES – INCLUDING COMPUTER SCIENCE AND BIO-TECH !!! But the Capitalists WHINE ABOUT “Personel Shortages”, but what they REALLY MEAN IS ***LOW-COST PERSONEL*** WHO THEY CAN THREATEN WITH DEPORTATION IF THEY DON’T TOE THE LINE !!! So they BRIBE CONGRESS to authorize THOUSANDS OF IMMIGRANTS WHO WILL WORK FOR LESS !!! On the one hand you’re opening your borders to millions of unskilled labourers from Mexico with that super-NAFTA deal, while on the other hand you are throwing the door shut in the face of people with bachelor and master degrees from the western world.

    Have you guys forgotten that the USA is a nation of immigrants? Europe and Canada are having a great time picking out and tempting your skilled elite into defecting. The only thing you do to counter the brain-drain is a bill that taxes emigrants over their possessions.

    Yes, to all above. But the problem as I see it goes like this. Most IT companies want 6 years experience for new hires. So they outsource the entry level jobs and then hire immigrants for the mid jobs with the 6 yr exp thing, because now there is a shortage of experienced US workers. In addition, fewer kids are going into IT, and Engineering, because of the lack of entry level jobs, and the lower pay because of the above. I have been in IT since 1968 and what we are paying kids today is a shame.

    There analysis is flawed. Bill Gates says they create support jobs. Who says these have to be tech jobs? Does every Microsoft employee including the secretaries count as a tech job?

    Actually, this whole H1B thing is the “Slave Trade of the 2000’s”. There is one Pakistani outfit in chicagoland that brings in Pakistan IT workers and pays them less than $17/hr while selling them for $120/hr. Great for them, bad for the “slaves”. The Dept of Labor is supposed to be checking that salaries being paid are comparable to what would be paid to US citizens., but these companies workaround this by using obscure job descriptions and titles. Like “Special Administration Project Assistant” or some other BS.

    aint nice that these poor h-1b visa holder can come to america and take the high tech jobs here (that pay big bucks) … wow what am i spending all this money on an education for if the jobs are being (taken??) given away to foreigners who wil work for less. Imagine being outsourced by foreigner right in your own country…. they work for less, pay less taxes, get less benifits, payed less for their education, and took your job… wow who wouldnt want this???

    what corporate america is saying to americans, all that effort (not to mention $$$$$) you put into education that we say you need, isnt worth anything to us.

    JimD is 100% correct – I see it all the time. As far as our politicians caring – what kind of drugs are you on? Cheap, easily controlled labor, profit maximization, and power are all that matter anymore, at least in the US. People and life have little to no value. In Washington DC there is a saying – Power and money are interchangable, the only thing that varies is the exchange rate. How do you maintain the power – control. Welcome to the new USA.

    #4 and #7 and 100% right. There are grave shortages of tech and science related professionals in the US. The long term consequences of this will be disastrous for the technology industry, unless you can tap the global market in scientists and engineers. I have physics and biotech graduates who are literally being stalked and chased by US recruitment companies.

    So slave labor hasn’t been abolished in the US. Just dressed up as something else. Either legal temp immigrant labor, or illegal temp immigrant labor. Or they move the whole damn factor to China. Which has no democracy at all for its work force. So these corporate slave barons aren’t just selling out the jobs of taxpaying americans. They’re subsidizing the largest slave labor form of government. A place where child labor laws and worker unions don’t exist. Kathy Lee Gifford’s past shame is nothing compared to their present, ongoing one.

    It makes you think about how real Bill Gates’ generousity truely is, when he can’t bring himself to fund more americans’ jobs? Oh yeah. He and Warren Buffet are such outstanding fellows, with the charities of their choice. But screw the working class getting a job working for them. I’m guess that those don’t count as tax breaks.

    Hey, edwinrogers.

    The only “grave shortage” there is, is a shortage of workers in America willing to accept the low “global market” wages. (At least until now). H1B enables US employers to tell citizens and permanent residents to -take it or leave it- when it comes to salary negotiations.

    Send me some of those US recruitment companies that are out stalking. My wife is an underpaid biotech worker, and I’m an unemployed MSEE with 10 years of experience who can’t get anyone to give me the time of day.

    Anyway, why the f*ck should I have to compete with foreigners in my own country?
