The Sandusky Register reports that Franklin was photographed “‘in a handmade outfit, which resembles that worn by Ku Klux Klan’ members,” according to an anonymous letter someone sent to the Highway Patrol.
Franklin later told investigators that he made the outfit after a conversation about the holiday. He said he was inspired by comedian Dave Chappelle, who played a black member of the hate group during an episode of Chappelle’s Show.

Actually, I think it is possible to think one is being funny–just as he says. Just a year ago after watching Chappelle, I bantered with a check out clerk that “I am Rick James, Biotch.”
Funny, or insensitive? Both, or neither? I’d give this guy a pass in a vacuum until more of his personal info became known==except he’s a cop. I think he has a higher duty to recognize his appropriate civilian role?
But watch it. Humor by its nature can upset people.

Dave Chappelle lives in Ohio on a farm. The skit is where Chappelle plays a blind black guy who thinks he’s a white racists in the KKK. Has the OKP come so far that they think they are beyond prejudice of their fellow officers that such bland statements of state-sponsored terrorist KKK (which they were at that time) mongrels have became humors in their darky neighbors eyes?
